Yes, online identity documents such as bank statements, utility bills, and council tax statements can be accepted when certain conditions are met.

To mitigate fraud risk, HR Shared Service (HRSS) utilise the Digital Pre-employment checking (DPEC) system and ensure the following conditions are met before accepting online identity documents provided by a candidate:

  • The candidate’s current address provided in the DPEC Identity Report matches:
    • their Trac application (contact details and personal details sections)
    • the identity documents provided

(Any discrepancies must be queried with the candidate to understand before proceeding.)

  • The identity report status is ‘Accepted’ or ‘Possible Match’ - (Any ‘outcomes to review’ must be checked and verified.)
  • At least one share record is verified

  • The postcode is validated within the report

  • A visual authenticity check of the online document has been completed

  • Photo ID verification has been successfully completed - (passport, driving licence, or national ID card will be provided)

If there is any doubt about the validity of the documents provided and / or the legitimacy of the candidate, this will be raised with the NHS England Recruitment team before proceeding.
