When a candidate has previously been employed by an NHS organisation and they are starting employment with a new NHS organisation, an Inter Authority Transfer (IAT) must be performed through the Electronic Staff Record (ESR).
An IAT is an electronic process that transfers information entered in ESR by a candidate's previous and/or current NHS organisation. The transfer of information supports the recruitment and onboarding process.
Candidates will be given informed consent of the IAT process at the interview stage. Candidates have an opportunity to withdraw their consent at any point in the recruitment process.
Pre-Hire IAT
An IAT will be initiated for external candidates with previous NHS service by NHSE Recruitment Team prior to an offer being issued.
Where appropriate, pre-hire IAT information will be used to confirm a candidate’s salary and increment date.
To be able to run an-IAT NHSE Recruitment Team must have the candidate’s National Insurance (NI) number. If the candidate’s NI number is not within their application , the NHSE Recruitment Team will request this from the candidate via Trac comms.

Post-Hire IAT
Once a candidate has been hired as an employee in ESR and their start date is in the past, NHSE HR&OD Team will perform the Portable Data Set Copy in ESR to complete the full transfer of post-hire information.
The transfer of data includes but is not limited to; statutory and mandatory competency status, Continuous Service Dates (CSD), and annual leave entitlement.
