An Inter Authority Transfer (IAT) is an electronic transfer process which transfers information in the Electronic Staff Record (ESR) from a candidate’s previous employing NHS organisation to their new employing NHS organisation. This process reduces the amount of data entry required.

An IAT consists of two stages:

  1. Pre-Hire IAT
  2. Hire-IAT

An IAT should only be initiated once throughout the recruitment process.

If a candidate has no previous NHS service, an IAT will not be initiated as it is not required.

If a candidate wishes to withdraw their consent to an IAT being initiated, they can contact HRSS to advise. 

To be able to initiate an IAT you must have the candidates National Insurance (NI) number. An 100% match must be found against the candidate’s name, DOB and N.I. number.

Pre-Hire IAT

An automated IAT is initiated by HRSS at the offer stage of the recruitment process. This process is initiated by updating the ‘IAT Consent’ and ‘Latest IAT Consent Updates’ fields in ESR.

The information returned at this stage can be used to confirm the candidates currently salary and increment date when required; this replaces the need for a payslip to be provided.

Hire IAT

Once a candidate has started in their new role, HRSS will perform the Portable Data Set (PDS) copy to transfer their NHS Service history into ESR. This action will be performed by HRSS via the already existing workflow notification in ESR.

HRSS will review any returned result for previous NHS service and will issue an addendum letter to the candidate along with a calculator to show any previous service that has been confirmed.
