A Medium Level of Confidence is required for photo ID verification for a Basic DBS check. 

A Medium Level of Confidence can be achieved by a candidate using one of the following:

• Valid passport (any country) 
• Valid driving licence (any country) 
• Valid national identity card (any country) 

Please note a Medium Confidence is a minimum requirement for a Basic DBS. If a candidate has provided photo verification at a High Level of Confidence (see below), this is greater than Medium, so is therefore acceptable. 

A High Level of Confidence is required for photo ID verification for a Standard or Enhanced DBS check. 

A High Level of Confidence can be achieved by a candidate using one of the following:

• Valid British/Irish passport (Biometric Chip Scanned /NFC matched) 
• Valid UK driving licence (provisional or full) 
• Valid national identity card (any country) 

Note - a DBS check cannot be submitted by HRSS until the candidate has successfully completed and satisfied: 

• Identity Report 
• Photo ID verification at applicable confidence level / offline check (if required)
• DBS ID checking guidelines

Onfido Sanction Compliance Policy

Onfido, the data supplier for Photo ID verification checks, has a sanctions compliance policy. As a result of this policy, the DPEC provider will no longer be able to process documents and any associated biometric checks issued by countries subject to comprehensive US sanctions, including Cuba, Iran, North Korea and Syria. 

Please note that if documents issued from US sanctioned countries are used, the results will return a 'Rejected' badge in the the Documenyt report results with a red 'X' showing that it is not a supported document. The means the document cannot be used for this purpose and the facial similarity check results will not be processed. If you are aware of any candidates with ID documentation from any of the above countries, you will need to verify the individual via alternative means.
