If an individual is genuinely unable to provide any forms of photographic identification, they should be asked to provide all of the following documentary evidence:

  • Two documents confirming their current address

  • Two forms of non-photographic personal identification

  • A passport-sized photograph of themselves which must be countersigned by a person of reputable authority.


All documentary evidence should:

  • be issued by a trustworthy and reliable source

  • if dated, be valid and current

  • have required some form of identity check before being issued to the individual.
