Can I link a vacancy to ESR once the candidate is already showing as Starting? (NHSE)

No, if the candidate is already within the Starting stage in Trac, there is no way to link this vacancy to the Electronic Staff Record (ESR) at this point. Vacancies must be linked to ESR before the applicant is moved to the Conditional Offer stage (offer letter is issued), because of when information is sent to ESR.

It is advised that vacancies are linked to ESR at the beginning of the process. Once a vacancy has been advertised, HR Shared Services (HRSS) should add the vacancy to ESR when we advertise the vacancy so it would not appear in the incoming ESR vacancies before the vacancy is live.
