The Establishment Control process is used to request changes to the Electronic Staff Record (ESR) structure, it ensures there is a consistent and accurate approach to any amendments made.
The process is intended for the following request types:
- New cost centre or department

New Positions
-
New locations for Business Services Authority (BSA)
-
Re-banding requests
-
Amendments to current positions
-
FTE Increase/ Decrease
The process does not apply to recruitment positions which are authorised via the standard Trac process.
Requesting a change to the ESR Structure
Any requests to change the ESR structure must be reviewed as part of the Establishment Control Process which includes:-
- Design Authority
- Job Evaluation
- Establishment Control
The automated Establishment Control Request Form must be completed, this will flow through the 2 stage approval chain:-
- Accountants
- Corporate Human Resources (CHR)
- HRSS (to complete the request)
Any requests to change the ESR structure must be sent to the Corporate HR team for review.
Should the Corporate HR team approve the request they will provide the requester with a BSA Establishment Control Request template. Please ensure that you complete all the information within the template; any incomplete requests submitted to Corporate HR will be rejected and directed back to the start of the process. Corporate HR will pass on transactional Establishment Control Request forms to the Finance team to progress.
Any requests for any position changes should be submitted using the Establishment Control Form available on The Hub. The form is automated and will flow through the approval chain before reaching HR Shared Services (HRSS) where the request will be transacted.
