If the document is being used as proof of Identity (ID), the address does not need to match.
If the document is being used as proof of address, the address does need to match.
For example, the address on a candidate's driving licence may be different to the address on a utility bill and / or their application. The driving licence will not be accepted as proof of address; however, it can be used as proof of ID.
